> Alleyways: I'd imagine alleyways to exist as a place where pokemon can simply toss out garbage out their windows into them rather than clutter the streets etc. There could be a night crew that goes through the alleyway to clear garbage.
But the alleyways might also attract some sinister figures...... especially since the city is already very fishy.
